I agree that tracing is bad, I had an incident a while back where a girl traced (she claims she eyeballed it but really, the lineart was exact and it was a copy either way) two of my artworks and submitted them to her gallery on another art site, attributing the source only to "somebody on deviantART" (couldn't be bothered to notice my name in the time it took to copy my work?) When I asked her to take them down she whined about it a lot, and an administrator removed the drawings after I showed them the originals.
Having said this, I think you may have overreacted in this case. Your last comment to the kid was about a day and a half ago, whereas he was last online 17 weeks ago according to dA's Recent Activity panel, therefor he probably wasn't consciously ignoring your request. Also, the rip HAS been deleted by an administrator, if you visit the link now it 404s.
